Effective 1/1/2022, the minimum bill shall be $19.76/month up to 2,000 Gallons.

PLEASE NOTE! Highland does not own or operate a Sewage Treatment Plant. Highland does own and operate a rather extensive Sewage COLLECTION and TRANSPORTATION pipeline network. Highland's sewer pipes are connected to one of three downstream sewer systems that apply treatment. As such, all Highland sewer customers receive a monthly bill from Highland for sewage Collection and Transportation and a bill from one of those three downstream systems for further TRANSPORTATION and TREATMENT.
If your sewage flows to the Windber Treatment Plant, those charges are a seperate line item on your Highland Bill and their rates are shown below.
